Bhutan has always followed a policy of “high value, low volume” tourism. Since September 2022, every international visitor pays a Sustainable Development Fee (SDF) for each night they spend in the country.

How much is the SDF?

The fee is currently US$100 per adult per night. Children aged 6–12 pay half, and children under 6 are exempt. Visitors from India pay INR 1,200 per night. The reduced rate has been extended until 2027.

What does it pay for?

The SDF funds free healthcare and education for Bhutanese citizens, forest conservation, carbon-neutral initiatives, and training for workers in the tourism sector. Bhutan is one of only a few carbon-negative countries in the world.

Do I still need a tour operator?

Since 2022 it is no longer mandatory to book a full package with a tour operator, but a licensed guide is still required in most districts, and travelling with a local operator remains by far the easiest way to handle permits, hotels, transport and guides. Our packages show prices including the SDF so there are no surprises.
